Trial of ACI begins next April to digitize customs systems, minister

Minister of Finance:

• Arab Republic of Egypt (ARE) exerts tremendous efforts to improve the investment environment through developing Egyptian ports and digitizing the customs system to facilitate customs clearance procedures of goods.

• The commencement of the pilot trial phase of Advance Cargo Information (ACI) will be on 01 April 2021. The enforcement of the system shall commence as of 01 July 2021.

Misr Technology Services (MTS) Chairman:

• Advance Cargo Information (ACI) system  simplifies customs clearance procedures of goods and helps Customs Authority and other concerned authorities to commence clearance procedures prior to the arrival of the shipments (Advance Clearance). 

Dr. Mohamed Maait, Egypt’s Minister of Finance, said: “Arab Republic of Egypt exerts tremendous efforts to improve the investment environment through developing Egyptian ports and digitizing the customs system to facilitate customs clearance procedures of goods.” 

He noted that the logistics services centers, that operates according to single window concept, are being continuously monitored  by the Minister of Finance and this motivates the employees to double their efforts to enhance performance level and achieve comprehensive quality.  

He also pointed out that “Nafeza” is the unified national platform for trade across ARE borders will oblige all the authorities which deal with such platform to integrate with the platform, and rely on “Risk Management” system as the basis for dealing with the incoming and outgoing shipments, and rely on the Advance Cargo Information (ACI) system as the basis to commence customs clearance procedures along with sending and receiving the data digitally. 

He added that Nafeza platform (single window concept) for foreign trade is connected to Advance Cargo Information (ACI) system.

He stated that the commencement of the pilot trial phase of Advance Cargo Information (ACI) will be on 01 April 2021. The enforcement of the system shall commence as of 01 July 2021.

Captain/ Ossama Al Sharif – Chairman of MTS in which ARE owns 80% of the shares, pointed out that Advance Cargo Information (ACI) system achieves many advantages, as for example simplifies customs clearance procedures of goods, facilitates the disposal of goods that are abandoned or of unknown identity or origin in Egyptian Ports and helps Customs Authority and other concerned authorities to commence clearance procedures prior to the arrival of the shipments (Advance Clearance). 

Captain Ossama added “Advance Cargo Information (ACI) system helps to reduce the cost and time of goods clearance. It also acts as an Early warning system “Risk Management System” for Risks and Targeting Departments ACI also helps to develop work process in Egyptian Ports and make the ultimate use of digital data through availing the date of the shipment to Inspection entities prior to the arrival of the shipment.
